All that you need:
Paint
Shop Pro sofware ,
from
here you can download the shareware version.This tutorial
was made by ver.PSP9 , but this
can be made easy with earlier versions too.
You need freesia gradient, selections, freesia tube, Satisfaction
font, all these are in this ZIP
file, all other functions are available in the software.
The
freesia tube is made from one of my digital photo, also you
can find some other flower tubes : http://ilonascreations.com/psp/pspkreaciok/kep_tubes_1.htm
Please do not forget to save often!

1. step
Open a new 450x450 pixel transparent
raster layer.
The background colour is a pastel
light colour, #f0e4b4,
the foreground colour is the fresia gradient.
Fill your layer with Linear fresia
gradient, than Effect/textures/Blinds, Width=3, Opacy
50, colour is #c0c8be, than hide this layer.

2. step
New raster layer, as you see on
the picture, make on this layer 8 selections, the heights
of the selections are smaller toward bottom.
or
Use my selection : fresiatag_selection#1
The setup of the gradient is the
same as earlier, but invert checked, fill the selections.
Effect/Textures/Blinds Width=3, Opacy 50, Horizontal.
Hide this layer.

3. step
Change the setup of the gradient
to Radial, repeat=30.
New raster Layer, and at the bottom of the layer select
a rectangle ( OR use my selection file: fresiatag_selection#2
) and fill with this gradient.
Leave it selected.

4. step
Selection/Modify/Contract by 6
pixel, and fill the selection with background colour
#f0e4b4.

5. step
Effect/Textures/Blinds first vertical,
than horizontal, such way you get small squares, the colour
is #c0c8be . Select none.

6. step
Effect/3D effect/ Drop a Shadow,
shadow is on new layer checked, colour is #a30106.
On the layer palette change normal shadow setup to
Dissolve, reduce the opacy to 58 %.

7. step
Effect/3D Effect/ Drop a Shadow,
vertical and horizontal -3, opacy 72, blur 6, colour is
#ff885c.
On the layer palette change normal shadow setup to Dissolve,
opacy to 58%.

8. step
New raster layer and repeat steps
from 3 to 7, making two other similarly filled and blinded
selection (OR
use my selection files: fresiatag_selection#3 and fresiatag_selection#4).
Unhidden all layers.

9. step
Copy the freesia tube and paste
as a new layer, duplicate it and with Deform Tool enlarge
the lower flower copy , and reduce the opacy to 32%.
Resize the upper flower with Deform Toll as small that
it can fit to your tag. Do not forget to sharpen it, if
you made it smaller ))

10. step
Change the foreground colour to
#a30106, to make the text.
New vector layer, and in the drop down window write the
text, if it need, can be easy to change the size with
the Deform Tool.
Right click on layer palette and Create Raster Selection,
than Convert to Raster Layer.

11. step
Effect/3D Effect/Inner Bevel, as
you see on the picture.

12. step
Effect/3D Effect/Drop a Shadow,
setups is the same as in step 6. , Dissolve.
Than make shadow with white colour or with #f2e1d4,
vert/hor= 3; and vert/hor= -3, Lighten.
Be sure that you are on text layer every time you add
the shadow.
Layers/Merge/Merge Visible

13. step
Making frame.
Image/Add Border 6 pix., with Magic wand select the border
and fill with Radial gradient.
Effect/Texture Effect/Mosaic Antic, Default setup.

14. step
Effect/Texture Effect/Weave, with
setup as they are on the picture, weave=#d4937d,
gap=#808080, fill gap checked.

Voila!
Your freesia tag is ready.
